Process and Proposed Schedule

MaineDOT has contracted with the engineering, architecture and planning firm of DMJM Harris to conduct the Project master plan and EA (Environmental Assessment). The primary goal of our work will be to prepare an EA to document the project’s environmental decision-making process in order to satisfy the requirements of NEPA, NPS Director’s Order 12 and Handbook, the Army Corps of Engineers Highway Methodology and Maine’s Sensible Transportation Policy Act (STPA). The EA will evaluate the direct, indirect, secondary, and cumulative environmental consequences of the proposed action, both natural and man-made for the Preferred Alternative compared to the No Build Alternative.

In general, this process will include the following steps:

  • Conduct Scoping Meeting
  • Review Comments
  • Finalize Scope/Areas of Analysis
  • Develop Program
  • Develop Site Design Alternatives/Master Plan
  • Evaluate Alternatives
  • Select Preferred Alternative
  • Prepare Environmental Assessment
  • Conduct Public Hearing
  • Federal Transit Administration Decision whether to move forward
